Addressable spend is the portion of a company's total external spend that procurement can realistically influence through sourcing, negotiation, supplier consolidation or contract management. It is the denominator that makes savings targets and spend-under-management figures meaningful.

## What is usually excluded

- Taxes, duties, payroll and intercompany charges.
- Spend locked in by regulation, long-term contracts you cannot reopen yet, or a sole supplier with no alternative.
- Categories owned entirely by another function, such as some marketing media or legal fees, until procurement is given a mandate.

Everything else, from raw materials to software subscriptions and facilities, is addressable to some degree.

## How to work it out

1. Pull all accounts-payable and card spend for the period.
2. Classify it by category and supplier (AI classification speeds this up considerably).
3. Remove the non-addressable items above.
4. Split what is left into spend already under contract or managed by procurement, and spend that is not yet.

The gap between addressable spend and spend under management is your opportunity list.

## Why it matters

It sets a realistic baseline for savings goals, shows where maverick and tail spend hide, and tells leadership how much of the company's money procurement actually governs. Review it yearly, since contracts expire and mandates change.
