Decentralized procurement is a model where individual departments, business units or sites make their own purchasing decisions and deal directly with suppliers, instead of routing everything through one central procurement team.

## Why organisations use it

- **Speed.** Local teams buy what they need without waiting for a central queue.
- **Fit.** The people closest to the need understand the specification and the local market.
- **Flexibility.** Sites can react to local supply conditions and relationships.

## The costs

- Duplicate suppliers and orders, and no volume leverage in negotiation.
- Inconsistent terms, contracts and quality standards.
- Poor spend visibility and more maverick spend.
- Compliance and risk checks done unevenly, or not at all.

## Centralized, decentralized or hybrid

Fully centralized procurement maximises control and buying power but can be slow and remote from the business. Fully decentralized maximises speed but leaks value. Most larger organisations land on a hybrid, often called centre-led: a central team sets policy, strategy and contracts for major categories, and local teams execute purchases within those frameworks.

A shared procurement platform is what makes the hybrid work. Local teams buy quickly through approved catalogues and contracts, and the centre keeps visibility of all of it.
